PROGRAMME OBJECTIVES: The main goal of Marco Polo is to reduce road congestion and improve the environmental performance of the whole transport system by shifting freight from road transport to short sea, rail and inland waterway transport.
Marco Polo supports commercial actions in the market for freight transport services. It is therefore different from the support given through research and development programmes and the Trans- European Network programme. Marco Polo fosters modal shift projects in all segments of the freight market, not only in combined transport. The programme can also fund actions involving third countries. Based on the subsidiarity principle, Marco Polo can only support projects with international routes (not national).
ELIGIBLE ACTIVITIES: There are three main action types: - start-up support for new non-road freight transport services, which should be viable in the mid-term ("modal shift actions"); - support for launching freight services or facilities of strategic European interest ("catalyst actions");
- stimulating co-operative behaviour in the freight logistics market ("common learning actions").
WHO CAN APPLY: Eligible applicants for thicall for proposals are consortia of commercial undertakings from the EU Member States, Iceland, Liechtenstein, Norway, Romania.
FINANCING CONDITIONS: The EC-subsidy may be given in addition to other public funding, as long as this does not constitute illegal state aid, and as long as the combined public subsidy does not surpass the maximum subsidy rate of
eligible costs. This rate is: 30% for modal shift actions, 35% for catalyst actions, and 50% for common learning action.
DEADLINE: Applications must be sent no later than 11 October 2006, by 16h00.
