Phare Economic and Social Cohesion 2004 - Project preparation grant scheme for private sector in the field of waste management
Programme: ESC - Improving infrastructure, provision of SME support, environmental protection and improving access to education and training at regional level in order to enhance economic development
Budget (EURO): 3,200,000.00
Description: PROGRAMME OBJECTIVES:
The main objective of this grant scheme is to provide financial assistance to SMEs in all eight Romanian regions which:
- are directly acting in the waste management sector or
- have direct impact on the waste sector
in order to support them in their efforts to reduce the volume of waste and/or adequately treat the waste.

SPECIFIC OBJECTIVES:
The specific objectives of this grant scheme are the following:
- to improve the capacity of the SMEs to better manage waste related issues, and, consequently, contribute to the environmental protection;
- to elaborate or prepare studies and similar activities directly linked to future investment projects in the waste management sector which could be implemented under Phare ESC 2005, and also under other programmes.

ELIGIBLE ACTIVITIES:
The types of projects which could be prepared under the present PPGS are following:
- studies;
- market studies;
- cost-benefit analysis;
- pre-feasibility studies;
- feasibility studies;
- environmental impact assessments.

WHO CAN APPLY:
In order to be eligible for a grant, applicants must satisfy cumulative the following eligible criteria:
- be a legally Romanian juridical person established as company registered according with updated Law no.31/1990 and complying with SMEs definition according with Law no.346/2004 with further updates Governmental Ordinance no.27/2006;
- be legally registered before 31st December 2005;
- be operating and have at least 1 year of activity, as proven by its financial accounts for 2005;
- be directly responsible for the preparation and management of the investment project ;
- not act as an intermediary for the preparatory project proposed, nor for the investment project envisaged;
- ensure that the current request does not overlap with other financial sources or support programmes;
- match the grant funds with its own contribution amounting to a minimum of 50% of the project budget, in cash;
- have stable financial resources sufficient to ensure the operation and maintenance of the investment project to be based on the output (s) of the preparatory project proposed, for which financing is requested under the PPGS referred here, and, if necessary, to play a part in financing it;
- be able to demonstrate its capacity to manage the preparatory project for which a grant is being requested, as well as its capacity to manage the investment project that the output of the preparatory project proposed is going to represent a basis for .

PROJECT DURATION:
The planned duration project may not exceed 12 months but it can end no later than November, 2008.

FINANCING CONDITIONS:
The available budget for this call for proposals is 3.2 million EUR ( 0.4 million EUR per region) out of which 2.4 million EUR from Phare funds and 0.8 million EUR from the national state co-financing.
Any grant awarded under this programme must fall between the following minimum and maximum amounts:
- minimum amount: EUR 10,000;
- maximum amount: EUR 75,000.

DEADLINE:
The deadline for submission of applications is September 15, 2006 at 16:00 local time.
