TERMS OF REFERENCE for the development of a Video Product for Virtual Knowledge Fair on Water Governance Issues The Energy and Environment Section of United Nations Development Programme (UNDP) in Romania is looking for a qualified Contractor(s) (either organization or individual(s)) who would be able to deliver the services as specified in the below TORs. 1. Background information: UNDP Bratislava Regional Centre (BRC) in collaboration with UNDP SURF for Arab States (SURF-AS) are working together to launch new ways of promoting quick and interactive access to replicable knowledge. Building on their respective work on regional Water Governance Communities of Practice, the BRC and the SURF-AS are organizing a virtual knowledge fair which should take place early November 2006. The knowledge fair's overall objectives are: * To mobilize the Water Governance Community of Practice from Europe, the Commonwealth of Independent States and the Arab States in order to identify, put together and showcase experiences in water governance programming; * To connect these knowledge management efforts with the most credible UNDP publication i.e. annual global Human Development Report; and * To capture the relevant knowledge which will serve as a frame of reference for water governance programming and activities among Water Community of Practices. 2. Product of the assignment: The final product of the work carried out under this assignment, should be a video of 3 to 5 minutes duration, which will be exhibited at the Virtual Knowledge Fair. The video product will be based on the experiences and lessons learnt of the Project "Sustainable Management of the Natural Values of the "Tur River" Natural Reserve" carried out by the Romanian Non-Governmental Organization (NGO) "Societatea Carpatina Ardeleana". The "Tur River" Natural Reserve is a protected area located in the north-western part of Romania, in the Tisza/Tisa River watershed, near to the border with Hungary and Ukraine. The protected area features floodplain forests, meadows, pastures, wetlands (oxbow lakes, bogs, fishing ponds), which are very sensitive to human activities. The project activities were implemented in Turulung, Livada and Gherta Mica villages with the involvement of the local communities from Calinesti Oas, Halmeu, Agris, Porumbesti, Micula, Lazuri. The project objectives are: O1. Ensuring an enhanced conservation status for the "Tur River" Natural Reserve by proposing it to be included on Natura 2000 site. O2. Reducing the impact of organic substances and nutrients on waters and wetlands through setting -up a biodegradable organic waste management system. O3. Promotion of eco-tourism in the 'Tur River"Natural Reserve, as a sustainable development activity for the local communities, through bike-route development, made by the project team, the NGO volunteers and other local communities representatives. 3. Specific tasks and deliverables: * The Contractor should develop a scenario/plot for a 3-5 minutes video product, which will showcase the particular message of the Project presented above. The selected Contractor will be in contact with the representatives of UNDP Romania and the NGO in order to refine the proposed scenario and to adapt it to UNDP and project needs. * Based on the approved scenario, the Contractor will tape a short video movie of 3 to 5 minutes. The Contractor will ensure that the final product is of high quality and will contain a clear message. If an interview or a speech is used in the video in any language other than English, the Contractor will provide for the English translation in voice over mode. * The general text will be in English and if music is needed, the contractor will use a selection of representative songs for the region. * The final product will be delivered to UNDP Romania on a CD/DVD support in 2 copies. * The final product will be a MPEG4 (DivX, Xvid) file, with a resolution of 320x240, with audio MP3. 4. Duration and deadlines: The Contractor will work under the overall supervision of UNDP Romania. The assignment will start around the 1st of September 2006 and the final product should be delivered to UNDP Romania no later than 22 September 2006. Prior approval of the scenario by UNDP Romania is compulsory. The interested parties are requested to submit an offer which will include the following: 1. Short cover letter stating the interest in carrying out the assignment as described in the above TORs; 2. Brief information on the company/individuals with concrete examples of its/their previous experience with video products development (including the number of years of operation as film developer), information on licenses (if applicable), possibility for clients support, references to products; 3. Contacts of three recent corporate clients for whom the company has carried out similar assignments, comparable with the specifications listed above; 4. Time-schedule of the product delivery process and a draft scenario; 5. Cost estimations and a breakdown of related costs as per attached table.
