The head of the European Commission Delegation in Bucharest, Jonathan Scheele, said yesterday that the head of the European Commission, Jose Manuel Durao Barroso, and Enlargement Commissioner Olli Rehn will come to Bucharest on September 27 to discuss with Romanian authorities the implications of the country report that will be made public on September 26.
Scheele said the two EU officials will have a "highest-level meeting" in Bucharest to discuss the report.
Barroso and Rehn also visited Romania one day after the last country report in May, when the EC postponed the recommendation regarding Romania and Bulgaria's accession date until this fall. A decision on the matter is to be made on September 26, according to EU officials. However, the European Parliament's rapporteur for Bulgaria, Geoffrey Van Orden, said the European Union will conclusively decide whether Bulgaria joins the bloc on January 1, 2007 no earlier than December 14 at the summit in Brussels, according to the Bulgarian novinite.com web site. Romania and Bulgaria are to join the EU at the same time.
"The European Commission has to deliver its report on September 26 and they understand there will be no conclusion by the council until its December meeting. I don't think they are necessarily going to make a decision at the informal council meeting in Lahti, scheduled for October 20. We will not know the final outcome until the final moment so it will be premature to say that it's cut and drive," Van Orden said.
He added the signs are positive for January 1, 2007, but there might be some conditions. "On one hand there might be some safeguard clauses and on the other hand it may be that some member states would seek to impose restrictions on the free movement of labor," according to the EP rapporteur.
