ITV News correspondent Chris Rogers confronted the people who could make a difference in Romania.
He visited the European Parliament in Strasbourg and met Oli Rehn, the EU Commissioner for Enlargement.
This year, the EU will determine whether Romania will join the EU in 2007 or 2008.
Meanhile, the Commission is monitoring the remaining shortcomings identified last October as part of their conditions for entry.
But, although Romania has pledged to crack down on the problems, Chris and cameraman Tony Hemmings have shown those promises have been broken.
