Is the Commission aware that in the past two years Romania's current Minister of Justice, Monica Macovei, former director of the Helsinki Committee for Human Rights, has done an enormous amount to improve Romania's standing within the EU because she displayed the requisite commitment to genuinely and quickly remedy the shortcomings of the Romanian judicial system and particularly to eliminate judges' propensity to accept bribes? 2. To what extent did the considerable confidence felt towards Monica Macovei help to ensure that Romania's EU accession process could be completed successfully, because it was felt to be certain that the law would genuinely be obeyed, that judicial reforms to put an end to the privileges of politicians and their business clientele would no longer be delayed and that confrontations with opponents who wished to preserve the status quo would no longer be avoided? 3. Is the Commission aware that since mid-February 2007 it has no longer been certain that Monica Macovei will be able to remain Minister of Justice for long because the Romanian Senate has adopted by 81 votes to 46 the motion by its member Dan Voiculescu stating that she must leave her post because of 'abuse of power', as a result of which the Prime Minister intends to ask the Constitutional Court whether this motion necessitates her dismissal? 4. Does the Commission agree that, irrespective of a national parliament's right to judge its own ministers, Romania would make an extremely bad impression within the EU if this highly esteemed minister were to have to leave office prematurely for completely spurious reasons and if the continuity of her policy were not guaranteed? 5. In view of the provisions laid down upon Romania's accession to the EU concerning temporary exceptions if a Member State does not yet fully comply with criteria applicable within the EU, what should the consequences be if Monica Macovei is indeed dismissed and moreover is not replaced with a successor who is entirely like-minded, equally vigorous in action and willing, despite all the foreseeable pressure to the contrary from within Romania, to continue the judicial reforms unabated?
