IREX, an international nonprofit organization specializing in education, independent media, Internet development, and civil society programs in seeking to fill the following positions for a Global Libraries program in Bucharest, Romania (positions are contingent upon funding): Project Director: to provide direct management and guidance for a program to narrow the digital divide by improving equitable access to information technology. S/he will manage and monitor all components of the project. Minimum 7 years relevant experience and English and Romanian language skills required. Impact Assessment Specialist: to work independently and with project director to conduct impact assessment for the project. Minimum 5 years of experience in community development with emphasis on the social and economic impact created by IT. Romanian language skill required. Information Technology Specialist: to oversee and coordinate IT training, procurement, assessment of IT capacity and all IT technical components of the project. Minimum 5 years of experience. This position is intended for a local hire. Advocacy Specialist: to work with relevant stakeholders in communication and advocacy activities in support of the program goals. Minimum 5 years of experience in using IT, public library operation, and/or civil society development. This position is intended for a local hire. Training Specialist: to oversee and coordinate training components of the project. S/he will ensure quality and consistency for computer and Internet- related courses. Minimum 3 years of experience in IT training and familiarity with library services. This position is intended for a local hire. Grants Management Specialist: to ensure smooth, transparent, and legal fiscal management over sub-grant policies and procedures and fiscal reporting by sub-grantees. Minimum 5 years of relevant experience and working knowledge of Romanian law. This position is intended for a local hire. Financial and Administrative officer: to provide financial management and oversee project budget, expenditures and conduct financial reports for the project. Minimum 3 years of relevant experience.
