The comparative lack of researchers is particularly visible in business, with almost a third fewer researchers employed in this sector compared to the US! However, with little experience in the practicalities involved and with few administrators, the would-be host institute could not offer much assistance to the travelling professor. However, for international researchers moving to or from Estonia, this may in fact be true. Thirteen of Estonia's numerous bilateral tax agreements with other countries include a special clause which exempts teachers, professors and researchers from income tax for two years.
