http://www.reactos.org/bugzilla/show_bug.cgi?id=4754 possibly. Solved
for VMware by hardcoding something for the networking adapter which
ReactOS has its own driver for.
No idea if 3rdparty drivers have working network on ReactOS, I don't
find the wiki very helpful, nor is there much info about what the 'add
new hardware' wizard can handle and what not.

One of the comments on the bugreport:

42183 is a arwinss change, so its r42182:
  - Add support for adapters added after DHCP is started
  - Automatically request an IP address after an interface becomes ready (needed
for DHCP support on WLAN adapters)
