I am actually of the same opinion as Robert : when the 1st-stage GUI is ready, we use it, but we should still offer the USETUP text mode as an alternate replacement (this choice can be simply implemented via a bootloader menu entry). Also, you need to think about the possible future usages of ReactOS, like remote or headless installations (in the headless case you would have a text terminal plugged but then, some text-mode interface would be needed).
