I'm pretty sure umpnpmgr is not part of your problem, because umpnpmgr
means "User Mode Plug and Play Manager" and is responsible for managing
resources for plug and play devices.
I guess you mean the ReactOS Application Manager (Rapps.exe).

i cannot install a application.

- after click to any button in umpnpmgr (ger:Anwendungsmanager)
open a windows "download", then: nothing more happens
details:
- umpnpmgr want to download rappmgr.cab:

- but this seen not to be a cab-file.
