Technically, you don't "need" such a thing. It just so happens that it was convenient to use an existing DateTime parser/formatter module for Pg. If no such thing exists for Oracle, then creating one (or getting someone else to create one) is just one option. Another option is to write the specific functions we need directly into Rose::DB::Oracle.
