I had the same problem yesterday (sorta).    While on the subject I'd  
(generally) highly recommend using UTC for all the objects.  It's a  
bit of a pain to have them displayed in the local timezone (we  
haven't gotten to that part yet), but much less pain than supporting  
multiple timezones when your base isn't UTC.

Anyway, register_db takes a "server_time_zone" parameter - I think  
that's what you want.
