Sherri,
You can use control at the package level, and also nest controled packages
within other controled packages.
As for import/export, To Export, (Source Model)drag all classes you want to
export to a class diagram, select all, then choose file->export, and specify
a .ptl file. Next open your Target Model, and create a new class diagram in
the package that you want the classes to reside in and then select
file->import, on the .ptl file you just created.
A word of caution: If classes exist of the same name in the target model, as
those you are trying to import, the import will fail. Also, if the classes
you are trying to import, by-chance, have the same QUID (unique ID that rose
uses internally, kinda like GUID), the import may or may not fail. If
there are warnings generated (about duplicate ID's) as you import, you may
want to abort, go back to your source model and "Clone" those classes,
re-export them, then try importing again.
As for sharing across models, .cat files can be shared, but you must be very
careful with the relations to/from the shared classes.
