First,thanks for your all replies .
Second, let me complete my question.
Suppose that :
X is a system and have two subsystem Y,Z
X have a use case and its name is X1
Y have a use case and its name is Y1
Z have a use case and its name is Z1
X1 uses Y1,Z1 for its goals.
Now my question :
Is X actor of Y1,Z1 (a system can be an actor) or X1 (uses/includes) Y1,Z1?
I think X1 (uses/includes) Y1,Z1 because Y,Z are not external systems.
How do you think ? What is your idea ?

conclusion
is that you have a "knowledge" of the functionality of X. Otherwise you
can't conclude
that Y and Z are the subsystems of X. Another point is that you suppose that
X,Y,Z
are systems and have their own Actors and Use Cases. It means that you have
made
a requirements analysis and know what these systems should do.
So, on the static view you can use aggregation to draw these relation. On
the Use Case
view you needn't to model the system's architecture as a whole part. It's
better to use an
iterative and incremental refinement process.
