Hmmm. The end user (say a clerk) may not be the *customer*, i.e. the one
paying for the information system to be built. Business value is the outcome
of the business converting (via business processes) resources into
products/services that are sold or leased. These business processes are
owned by executives (Process Owners) and enacted by business workers (who
probably need to use information systems). These business processes are
described in the business use case model. Steps or subgoals within the
business use case that require the information to be manipulated in some way
define the functional requirements for the information system (system use
cases).

Logging an event may represent a subgoal of a system use case and serve to
protect a stakeholders interest, such as a government regulatory body. You
may want to simply list your stakeholder and describe their goals to get
started...
