Not an offical line, but I was not much of a fan of SP4.
SP4 only had a very short life before MS posted SP5, which makes
me wonder. Also there was one or two known problems with older
versions of Rose and SP4 (which disappeared in SP5). While
researching those problems back aways, I found quite a few
threads from folks who weren't too keen with SP4 out on various
public message boards. I 86ed SP4 as soon as SP5 came along.
So my personal recommendation at this point would be either Sp 5 or 6.
Rose is certified (tested and guaranteed) to work with SP6.
(Rose is tested against latest service pack available at time of
shipping). However according to feed back we've gotten so far,
Rose should work with SP5 without problems (I was running
2001 under SP5 for awhile).
