Rose-Help (2000e) tells you more. Search for "Browsing Controlled Units"
Controlled Units are packages saved in a separate file (*.cat). The icon in the browser is a little bit different. A package with a sheet => loaded controlled unit; A package with a dottet-sheet => not loaded controlled unit.
