Daniel - are all the developers working on the same project software ?
Don't know whether this helps but I can think of 2 ways :-
Method (1)
Have a master/root model file and within it create a Design Model package
with 13 sub-packages each representing the model that a team will be working
on. Export out the 13 models into cat files and let each team import and
work independently on their own models. You can also clearcase each of the
13 cat files into separate team vobs as organised. To integrate the model,
re-import all the 13 packages into the master/root model file.
Method (2)
Have a master/root model as well, after some organisation to minimize naming
conflicts (maybe - still using 13 different packages), make 13 copies of the
model and let each team update / clearcase their own copies etc. To
integrate the model, use the Rose Model Integrator to progressively compare
and integrate the 13 models (the Integrator can only do 7 at a time).

Rose :
1) How to model the teams? in same model or separated
team. Than, how to let each team to update it's model
elements without "checking out" the whole model. for
example : if you wish to add reference to a DLL, Rose
put it by default to a "COM" package under Logical
View, it doesn't ask you where to put it, therefor you
must Check Out Model.
2) How to use Virtual_Path map in the most useful way
when working with teams?
VB&Clear Case :
1) How to use a "make file" like method from VB, that
Clear Case could use as if it was VC++ (OMAKE).
