I am not very good at the "Why" questions, I am much better at "How", but I will try to explain.
 
Different languages have some minor differences in implementation. For example C++ the
destructor is ~classname where in java it is finalize. Also going forward the code generation
will be driven by stereotypes on the attributes and operations. That will make the model
different for different languages.

Why can a class only be assigned to components of the same language ?
 
Would it not be interesting to assign a class to two different components of different languages. Then according to the component you select will the class be generated. eg. a unix component and a windows NT component or JAVA component.
 
What is the motivation for the restriction ?
