Hi There John
Every metric should answer a question so could I ask, John, that you
reframe your "factors" into questions. By doing so you will probably
find that the scope of your factors are/is, from my reading, way to
vague/broad.
A metric, any derived number, is objective and definitive and in order
to be of any value or even possible must be responding to an
objective/definitive question.
If I take the factor "flexibility" and write "how flexible is the
software" I really cannot understand what it is you are trying to
determine.
There are techniques such as Function Point Analysis which touch on
these area but there are differing opinions of it's usefulness etc.
Cheers for now
