I have not seen the update cause this error, however I have
indeed seen this error before.
Based upon previous reports of "LEAD error",

1) Reboot (memory\resource being low could be result of some sort
   of leak after having machine run for an extended period of time).
2) Check Model, make sure there are no unresolved reference which
   _might_ lead to problems.
3) Increase virtual memory and make sure you have plenty of free
   disk space for memory AND creation of web model files

Are you running web publisher from a script as you first reported,
or are you running it inside of Rose?

Are you using other Rational tools, such as Reqpro.

of the RequisitePro Add-in (Integrated Use Case Management - IUCM) menus in
Rose.

RESOLUTION:   To clear this problem, you can turn off the RequisitePro Add-in
(using the Tools -> Add-in Manager menu).   This will allow you to run the Web
Publisher with no errors.   You must remember to then turn the Add-in back on
in
order to use the features of the Add-in again.
