Hi,

How about this: frameworks are essentially architectural patterns. However 
whereas patterns are pure specification artifacts (specifying generic 
collaborations that serve a well-defined purpose) frameworks combine 
specification with implementation. Usually many patterns are found in a 
well-designed framework.

Observer is a behavioral design pattern used when changes to one object 
needs to be propogated to other dependent objects. When Observer is 
implemented we call that particualar implementation a mechanism.

The Java Foundation Classes on the other hand consitute a framework used to 
develop platform-independent user interfaces.
