There is a discussion on this at 3.58 of:

For a free copy, go to http://cgi.omg.org/cgi-bin/doclist.pl, and do a
keyword search for "UML".  The responding screen looks at first like the
search form is just being repeated, but it has results further down. 
Scroll down to the bottom of the form and you'll see version 1.3
downloadables.

I don't know if there is a more recent specification in complete
condition.

ROSE supports enough of the spec. to handle your need.
