I tried this out in Rose 2002, Data Modeler 2.0. You're right. However when I assign the Domain to a column, I can override the domain and uncheck "Not Null" for the column and lose the NOT NULL constraint in the generated DDL. I know that's not entirely right, but it appears to be workaround for now.
