Are you familure with the VB scripting within Rose? You could either use
scripting in Rose or VB scripting outside of Rose or even C++ Coding can
access the model on the PC platform.
Your model needs to show interfaces within units where possible access can
occure.
You need an expanded information model which describe costs of interactions
within the various units and through the various interaction paths (time,
personal costs, for traffic flow....). This can either be added as
structured comments within the current model or as a supporting spread
sheet to the model.
Once the information flow model exists, you can now caculate with in a
program (VB Script) how some information enters through an interface and
the costs as it flows through the system. You can then expand on the
program to test various interface injection points and relate costs
relative to the injection point.
(This is just a hint on my part and using experence in other fields, it you
think it fits, you can use it).

I would think that if you created a model showing all the business units
and their interdependencies (associations, dependencies...) you could then
extract the effect of business processes on the system. You may have to
write some control scripts which could examine the model based on some type
of message injection into the system at various points and then review the
flow costs to the business based on reaction to the injection.
