It involves adding to the properties of the model element (use cases, in this instance) and then using a VB form to display and update the properties. I don;t think the method's changed in the last version.
John Hsie (apologies if I got the name wrong) had a few articles about this in the early issues of Rose Architect. They are still available in the archives along with the Rational Edge issues.
