I have noticed this behavior as well, only with constructors though.
Try the new Rose 2002 Service Release that you can download at:
http://www.rational.com/support/downloadcenter/upgrades/rose.jsp

It should solve your problem.
 
Since Rose2001A, you cannot turn off the javadocs, there are the default
comment style.

If i create a constructor that throws an exception this is generated correct
in first generation step. The @param and @throws tags are correct.
But after one reverse-engineering and next generation
you already have everything twice. In each new reverse engineering
step the count of tags is doubled.
(Rose 2002.05.00, Version 7.6.0109.2314)
 
This seems just to be a problem of constructors with exceptions.
 
1. somebody has a solution?
2. how can i prevent Rose from generating the Javadoc tags?
