Using Rose, drag your package from the Browser view and drop it in a class diagram. Then insert a dependency from one class to the package.
However, the semantics of such dependency is not clear (and not specified in UML spec, AFAIK). What does it mean? Does it mean that the class depends on one, some or all classes within the package? It is more common to see a dependency of a class on an interface realized by a package (normally stereotyped as subsystem)...
