This is a sentence i read in the book "UML Distilled Second Edition" by Martin Flower and Kendal Scott
 
"During a recent OOPSLA panel discussion,several use case experts said that for
a 10 -person-year project they would expect around a dozen use case"
 
But contrary to this i find an average of more than 2 dozen  of definetly convincing usecases
in a much more smaller project...
 
Did this mean they expect a minimum a dozen usecases for a 10-person-year project?
or
Did this mean they expect "atleast" a dozen usecases for a 10-person-year project?
or
Did this mean they expect "maximum" a dozen usecases for a 10-person-year project?
 
Kindly justiy your suggesstion
