In short, RUP takes the good aspects of Waterfall and improves on the bad (it does Analysis before Design and Design before Coding, but not ALL Analysis before ANY Design, etc. ). RUP also includes best practices from many other software development processes, and provides a roadmap for tailoring a development process to the development that you need to do. RUP is a Rational product, and one of its aims is to integrate other Rational products with customers' development processes. That's the short answer, the full answer would be very long. OTOH, the full answer may be more accurate, so take this as an opinion only.
