Assuming I understand your problem, it is possible to put .mdl files into models by 
right clicking on any package in the Model Browser and select New->File. Then add the 
.mdl file and it will appear as a Rose icon in the browser. If you now double click on 
that icon it will load that model into Rose. It can act as a simple way of navigating 
model files. You cant add them to any of the diagrams however.
