(ROSE) Rational Rose and Oracle Designer and Developer

Hi, We have a client working on Oracle platform (using Designer 2000, Developer 2000, & Oracle database engine). They need to cover the whole software development lifecycle with Rational tools. But there is an issue on how Rational Rose can substitute Oracle Designer to model applications based on Oracle platform? In other words: Is there a way they can migrate their existing system from Oracle Designer to use Rational Rose without having to reconstruct everything from scratch? (We understand that in terms of database it is feasible to construct the database schema in Rose by reverse engineering but what about the application side?
