In both models, make the packages in the relevant views into controlled units. Then, overwrite the first model's controlled units with the second one's controlled units. That's it.
Just don't try to use the import-export facility. It amounts to nothing more than copying your model into another format and opening it again. It does not insert one model into another, as it implies. Useful if you want to move your whole model around in a single file, but you can do that with a zip utility, too. Most that you'll want to know about controlled units is in the on-line help.
