Following is a message from Rational Tech Support that confirms the problem
I have as a bug.

"I was able to duplicate this and notice that it was happening for objects
that do not have an assigned name.  For example, open the attached
sample.mdl and then load the control unit.  Then open the Activity Diagram
under A > X.  As you can see, for objects that have a name it does not show
unresolved adornment, but for objects that do not have a name it shows
unresolved adornments.  This seems to trigger if the activity diagram is in
a controlled unit as you have discovered.  This can be noticed by opening
the attached sample2.mdl.  A is just a package in this model and it did not
have any problem displaying the objects that do not have an assigned name.

I have submitted a defect for this.  Besides uncontrolling the package to
resolve this error, assign names to all the objects in the activity diagram,
save the model and then reopen it.  Then, it should display it correctly.

Problem: 
Objects are messed up ("Unresolved adornments") on Activity diagram when
model is re-opened.

Description:
Model contains several controlled units - A, B, C.
Within unit A I have a package X for an Activity diagram.
Several classes defined within the package X.
Corresponding to these classes objects are placed on activity diagram.
Model was saved and closed without problems.
When model is re-opened, and unit A is loaded, all objects on activity
diagram is blank and Unresolved adornments 
(small octagons containing the letter "M) shown on these objects and object
flow relationships from and to these objects.

Path Map contains one single entry: $CURDIR = &
Model was initially created with Rose Enterprise and later was opened in
Rose Modeler.

Environment:
Windows 2000, Rational Rose Modeler Edition 2002.05.00 ver 7.6.0109.2314 and
Rational Rose Enterprise Edition 2002.05.00 .
