To some degree, this depends on what you mean by 'model'.

It seems to me that you are referring to some all-encompassing
big thing that ties together all parts into a linked and hopefully
coherent whole.  If this is what you mean by 'model', then the
answer to your question will be long and complex and unique
to your particular situation. I won't attempt an answer.

OTOH, a 'model' could mean one or more diagrams created
for a particular purpose.  In this case, each model has a
particular purpose.  It may be to aid the modeller in understanding
a particular aspect of the system.  It may be to communicate
this information immediately to other people.  It may be to
document the system (i.e. to communicate for posterity).

These aspects will all be components of the purpose of
any all-encompassing model.

Consider looking at www.agilemodeling.com or reading
Scott Ambler's book "Agile Modeling: Effective Practices
for eXtreme Programming and the Unified Process".  This
deals with the topics pertinent to tailoring modelling efforts
to the purpose of the model.
