I suspect there is an installation problem.  What version of Rose are you using?

(1) Re-installing maybe fix the problem.

or

(2) Turn off the Web Modeler addin in the registry. HKEY_LOCAL_MACHINE\SOFTWARE\Rational Software\Rose\AddIns\Web Modeler\Active="No".  I've seen this problem with the JavaVM Trusted class path has been changed.  HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Java VM\TrustedClasspath should have: rosedatamodeler.zip, xerces.jar, comwrappers.zip in it with the full path to their locations on your local computer.
