I am in the process of representing the various states in an RFQ system and was wondering if the person initiating an RFQ could classify an RFQ/bid in 'Evaluate' state. That is, could the action Evaluate also be the state "Evaluate" in my State diagram while that action (of evaluate) is being performed.
