Nam, In the menubar select Add-Ins > Add-In Manager. In the Add-In Manager select Framework Wizard. Now when you create a new model the framework Wizard will appear and you can select a framework.
The Rational supplied frameworks are found in the installation directory under Rational\Rose\framework\frameworks. So you can load portions of a framework in your model by using File > Units > Load and navigating to the .cat file you wish to load.
