You can added tagged values (and constraints) using something Rose calls property sets.  There should definitely be info on how to do this in the Help or on the Rational Developer Network.  You can also specify new icons for your stereotypes.
 
Be careful not to try and create too many new stereotypes unless you really have to.  There are a lot of existing stereotypes (not all in Rose as it ships today) that may actually meet your needs.  Having everyone creating their stereotypes is useful but will reduce the usefulness of a standard notation :-)

Hi everyone, I've got some problems understanding how I'm able to create my own stereotypes in Rose. I've got no problem with creating the actual stereotypes themselves (just type in the name of the new stereotype from within every element specification).
 
But, from what I understand when looking at the OMG UML standard specification v.1.5 I get the impression that I should be able to declare each new stereotype's own tagged values and constraints. Where could this be found in Rose? I'm not satisfied with the existing 'standard' stereotypes so it would be great if I could create my own set.
 
What use is there to a stereotype without any contraints or tagged values, specifically when I don't even get to choose the metaClass to extend or restrict?
