Just stuffed the basic stuff for the Control Ruler. You can see what they
currently look like on the matrix view, but don't bother too much as it's
still very very far from finished. You can move the rectangles by clicking on
them, and select bunch of them with the usual paradigms (shift-click or
rectangle selector). But the value<->rect. height mapping is broken, it looks
crap, it won't update properly if you edit the segment, the h. scrollbar
isn't hidden and synchronized with the main one, you have to scroll down to
see the rectangles, etc...
But it was a fairly large set of changes and I'd rather not hold it off for
too long.
BTW, sorry for remaining mostly silent during the last release, I'm under a
tight schedule these days.
