Oh, when you say "on top of" you mean it most literally -- you want to 
superimpose one segment on another.  It's true, you can't do that.

One reason is that it would be too easy to do it by accident, when you 
have the pencil tool selected but you meant the insert tool.  Because 
it's not all that visually obvious when two segments completely 
overlap one another, it would be possible to get into quite a mess 
this way.

Another reason is that you can double-click with the pencil tool to 
open a segment in an editor, just as you can with other tools, and of 
course you don't want it to create a new one-bar segment when you do 
that.
