Yup. When a RFE was first used for the japanese translation, I first thought it was an abuse of the tracker's normal functionality, but then I realized it was actually quite convenient. It provides a simple repository on which anyone can comment for problems, and anyone of us can get the file and commit it, rather than translators sending it at random. So I suggest that should be the preferred way of handling translations, whenever possible.
