OK, give all this another test.  I've made two fundamental changes:

 1. When you change one of the settings in the IPB, any "trickle-down" 
settings should get valid values immediately (if there are any).  So if 
you change Percussion, you'll get switched to a valid percussion bank; 
if you change Bank, you'll get switched to a valid program on that 
bank.

 2. When you import a SoundFont device, any banks with MSB 1 are marked 
as Percussion.

Try it out and see how it works for you in practice.  If (when) you find 
problems, quick reports in this thread of the form "load X, hit Y and 
see result Z" (like your last email about loading the soundfont) are 
probably the best way to report them at the moment.
