Not to disagree with your main point (which is pretty much how I feel 
about the matter as well), but some of these are available in some form 
in Rosegarden already:

Segments -> Split or Join -> Split by Pitch..., and check "Range up or 
down to follow music".  But yes, this is the sort of thing I would have 
liked to be able to write as a scripted plugin in the first place, 
though, as it's not immediately obvious what parameters it should have 
or how it should best work.

That's not exactly onerous to do now (select track, ctrl-c, select empty 
track, ctrl-v, select new program in instrument parameters).
