Something similar to Luis' proposal (Qt designer/Qt plugins) may be already  
available using Kommander: http://kommander.kdewebdev.org

I've already used Kommander in my latest "kaseq" project:

and I'm working now on a set of widgets for Kommander, starting by 
Rosegarden's knob and led. Here is a prerelease of the plugin:

Kommander scripts are XML files, generated with a tool derived from Qt 
Designer. Its goal is to have a tool to build GUI for scripts and extensions, 
primarily for applications that can provide a DCOP interface. Rosegarden uses 
this mechanism already to provide the GUI/sequencer communication, and I 
guess that it can be extended easily to allow external DCOP controls.

Kommander is a standard KDE program belonging to the kdewebdev package, and it 
is already used to extend Quanta in a similar way.
