I dunno. I'm sure you have your head around what features a scripting
language for a midi application should have, so if you post those, I can
tell you to what extent they are catered for by Ruby.

Potentially the nicest thing about Ruby (and I believe this applies to
lispish languages as well, but the last time I wrote code in one of
those was about 15 years ago) is that it's amenable to being moulded
into a Domain Specific Language.
