Rumore e vero. See bug #61463: "Scripts that are using bash could be
broken with the new symlink". Status: rejected.

Summary: they made a change that has broken many existing user scripts
and applications. While it is true that dash may be faster than bash,
and that well written scripts should start with shebang bin bash, this
will be a major annoyance for thousands of Ubuntu users. Not to
mention that a lot of them are newbies...
