First release candidate for maintenance release 1.7.1.

The repository has been stable for awhile now, as most new work is taking
place on the QT4 port (which still has a very, very long way to go) and I
think it's time to shoot this snapshot out as a maintenance release and get
this new work out there in the world.

I'll release it first thing Saturday morning local time if no one finds any
critical last-minute problems.
