I believe you may be refering to recent code in
src/applications/RosegardenMainWindow.cpp

RosegardenMainWindow::slotBugGuidelines()

}
If we took this route, I would probably have to tie the url to some button and
create some slots like this to tie the signals to.
But, I'm not volunteering at the moment, just pointing in a direction.
